William McNeil Jr., a Black college student, filed a federal lawsuit against Jacksonville Sheriff T.K. Waters, Officers D. Bowers and D. Miller, and the City of Jacksonville, alleging excessive force and civil rights violations after a viral 2025 traffic stop where he was punched and dragged from his car by Officer Bowers.
